Already, 25 of the 50 states have declared, as is their prerogative under the 2,700-page law, that they will refuse to set up Obamacare health-insurance exchanges. Another 7 states have said that they will administer some regulatory aspects of the exchanges but will leave the bulk of the work of determining eligibility for the new subsidies to the federal government. Only 18 states plus the District of Columbia are planning to take on the full responsibility for the administration of Obamacare.
Steadfast resistance by so many states is a welcome and important development. In addition to the signal that such resistance sends, Congress hasn’t authorized funding for the federally run Obamacare exchanges that would operate in place of state-based ones. Moreover, the plain language of the hastily cobbled-together law—which the administration is ignoring for the moment—says that taxpayer-financed subsidies can only be funneled through state-based exchanges, and not through federal ones. (Legal challenges are proceeding on this front.) In addition to opting out of establishing the exchanges, states can also refuse to implement Obamacare’s massive expansion of Medicaid.
According to estimates produced by one of us and former Congressional Budget Office director Douglas Holtz-Eakin, simply delaying the implementation of Obamacare by two years (until January 2016) would cut deficits by about $200 billion.
Delaying the implementation of Obamacare would be important for three reasons: It would save hundreds of billions of dollars in federal spending. It would spare Americans from having their health care premiums spike until a somewhat later date. The American people should be outraged and demand answers after the secretary of state's testimony. Instead, it appears that but for a few, no one cares anymore and have shrugged away the issue. As she brilliantly fudged, dodged, and avoided taking responsibility, the Democrats on the panel uniformly treated her as a celebrity superhero who could compete with Lynda Carter for the role of "Wonder Woman." The congresswoman's reaction as she sat there listening to the Democrats: "Wow, they fawned over her. They appear to be drinking too much of the Kool-Aid. Maybe a little bit of probing on their part would have resulted in more answers so this would never happen again. Their attitude of move along, move along was pretty pathetic."

The IRS has begun implementing Obamacare; starting in 2014, "people who choose not to buy insurance and don't qualify for an exemption from the mandate will have to pay a fine of $95."The $95 penalty will increase to $695 in 2016, and continue to grow thereafter at a "pre-determined" rate.
Households that do not earn enough to pay federal income tax are exempt from the penalty of the mandate, as are persons who are temporarily unemployed or transitioning from one job to another.
The current rules of the healthcare overhaul also say that if you have insurance "for one day of a month," it will count as having coverage for that entire month.

The first Chinese investment occurred in October 2010 with the state-owned Chinese energy giant CNOOC buying a multibillion-dollar stake in 600,000 acres of South Texas oil and gas fields. CNOOC announced that it would pay up to $2.2 billion for a one-third stake in Chesapeake Energy assets.
On the surface, this would seem like a badly needed job-creating investment in a beleaguered domestic oil industry. The question then is why isn't our own government not only encouraging such investment but also removing further restrictions on American oil and gas exploration and development?
